In this study, an attempt has been made to investigate the effect of four variables of gender and age, education level, and marital status of unemployment duration of job seekers aged 20 to 45 referring to employment centers across the country. This study has been carried out with the help of the statistical technique of survival background analysis, through the refinement and analysis of about two million data records (collected by job seekers across the country and under the supervision of the Ministry of Cooperation, Labor and Social Welfare). The findings of this study indicate that compared to men, women have longer periods of unemployment and less chance to get a job. In explaining this finding, it can be said; Probably, one of the reasons could be that there are more jobs for men that do not suit the conditions of women. And in other words, women are facing limited job variety. Marriage and having children and raising children by women can also be one of the reasons for increasing the length of their unemployment period compared to men, which can be justified according to gender theories. Because gender theories, especially in Iranian culture, consider the main duties of women to be mainly education and upbringing of children, while in this culture, providing the income needed by the family has been the responsibility of men, and therefore it is expected to impose such a duty on men. to reduce the period of unemployment for this group.Women and men looking for work in the age groups of 20 to 24 years have a lower average length of unemployment and more chances to get a job and get out of unemployment compared to other age groups. This finding can be explained with the help of job search theory. Because people aged 25 to 45, probably due to the improvement of their education level and skills, have more expectations for receiving high-paying jobs, and this causes them not to accept any job with any level of pay and therefore give up. They search for more jobs, which ultimately increases the length of the unemployment period among these people. Married, divorced and widowed job seekers (except for divorced and widowed men) have a lower risk of unemployment than single people. It seems that married, divorced and widowed people (especially among women) are under more pressure than single people to get a job in order to earn money and meet the needs of the family due to family responsibility and the burden of taking care of the family. They usually accept any job with any salary level. On the other hand, single people, due to having enough opportunity and without financial pressures, decide to accept or not accept the proposed job, and this may lead to an increase in the length of their unemployment period compared to married people. It is consistent with job search theory.In both groups of men and women, uneducated job seekers have the highest unemployment risk and people with a master's degree and doctorate are in the second highest unemployment risk category. The chances of leaving unemployment are higher for people with secondary, diploma, pre-university and seminary education levels compared to other education levels. This finding can be explained based on the skill theory (education and training). According to this theory, training and skill training programs increase the chances of a job seeker to find a job. Participating in training programs can provide a positive sign to employers and also reduce uncertainty about the employability of job applicants. According to other findings of this study, people with a master's degree and doctorate are in the second highest risk of unemployment. have. On the other hand, the chance of leaving unemployment is higher for people with secondary, diploma, pre-university and seminary education levels compared to other education levels, so it seems that Iran's labor market has not yet reached a stage of complexity and maturity. which wants people with education levels higher than diploma on a wide level. Women are half of the country's population,t}, keywords = {Unemployment duration,gender,age,employment}, title_fa = {تحلیل وضعیت طول مدت بیکاری زنان و مردان جویای کار مراجعه‌کننده به مراکز کاریابی کشور در دوره 1398-1392}, abstract_fa = {هدف از انجام این پژوهش، تحلیل وضعیت طول مدت بیکاری و مقایسه آن در بین زنان و مردان ایرانی در دوره 1398-1392 است. در این مطالعه تلاش شده است تأثیر چهار متغیر جنس و سن، سطح تحصیلات و وضعیت تاهل بر روی طول مدت بیکاری کارجویان 20 تا 45 ساله مراجعه‌کننده به مراکز کاریابی سراسر کشور بررسی شود. این مطالعه با کمک تکنیک آماری تحلیل پیشینه بقا، از طریق پالایش و آنالیز حدود دو میلیون رکورد داده، (که توسط کاریابی‌های سراسر کشور و با نظارت وزارت تعاون، کار و رفاه اجتماعی گردآوری شده است)، انجام پذیرفته است. یافته‌های این مطالعه حاکی از آن است که زنان در مقایسه با مردان طول دوره بیکاری بیشتر و شانس کمتری برای دستیابی به شغل دارند. در تببین این یافته، میتوان گفت؛ احتمالا یکی از دلایل می‌تواند این باشد که برای مردان مشاغل بیشتری وجود دارد که با شرایط زنان تناسب ندارد. و به عبارتی زنان با محدودیت تنوع شغلی مواجه هستند. تاهل و فرزندآوری و تربیت فرزندان توسط زنان نیز می‌تواند یکی از دلایل افزایش طول دوره بیکاری آنان در مقایسه با مردان باشد که این موضوع با توجه به تئوری‌های جنسیتی قابل توجیه است. چرا که تئوری‌های جنسیتی، خصوصاً با فرهنگ ایرانی، وظایف اصلی زنان را عمدتاً تربیت و پرورش فرزندان دانسته و این در حالی است که در این فرهنگ، تأمین درآمد موردنیاز خانوار برعهدۀ مردان گذشته شده است و از این‌رو انتظار می‌رود تحمیل چنین وظیفه‌ای بر مردان، باعث کاهش دورۀ بیکاری برای این گروه گردد.زنان و مردان جویای کار در گروه‌های سنی 20 تا 24 سال نسبت به سایر گروه‌های سنی از میانگین طول دوره بیکاری کمتر و شانس بیشتری برای دستیابی به شغل و خروج از بیکاری برخوردار هستند. این یافته به کمک نظریه جستجوی شغل قابل تببین است. زیرا افراد 25 تا 45 سال، احتمالا به دلیل ارتقا سطح تحصیلات و مهارت‌های خود، توقع بیشتری برای دریافت شغل‌های با دستمزد بالا داشته و همین امر باعث می‌شود که هر شغل با هر سطح از دستمزد را نپذیرند و بنابراین دست به جستجوی شغلی بیشتری زده، که در نهایت این موضوع باعث افزایش طول دوره بیکاری در میان این افراد می‌شود.کارجویان متاهل، مطلقه و بیوه (بجز مردان مطلقه و بیوه)، دارای خطر بقای بیکاری کمتری نسبت به افراد مجرد هستند. به نظر می‌رسد، افراد متاهل، مطلقه و بیوه (به‌ویژه در بین زنان) به دلیل مسئولیت خانوادگی و بار تکفل، بیشتر از افراد مجرد تحت فشار جهت دریافت شغل به منظور کسب درآمد و رفع مایحتاج خانواده هستند از این‌رو معمولاً هر شغلی با هر سطح از دستمزد را می‌پذیرند. در مقابل افراد مجرد بدلیل داشتن فرصت کافی و خارج از فشارهای مالی، در خصوص پذیرش یا عدم پذیرش شغل پیشنهاد شده تصمیم می‌گیرند و این امر ممکن است منجر به افزایش طول دوره بیکاری آن‌ها در مقایسه با افراد متاهل شود که این یافته با نظریه جستجوی شغل منطبق است.در هر دو گروه زنان و مردان، کارجویان بیسواد بالاترین خطر بیکاری و افراد با سطح تحصیلات کارشناسی ارشد، و دکتری در رده دوم بالاترین خطر بیکاری قرار دارند. شانس خروج از بیکاری برای افراد با سطح تحصیلی متوسطه، دیپلم، پیش-دانشگاهی و حوزوی در مقایسه با سایر سطوح تحصیلی بیشتر است. این یافته بر اساس نظریه مهارت (تحصیل و آموزش)، قابل تبیین است. بر اساس این نظریه، برنامه‌های آموزشی و مهارت‌ورزی سبب می‌شود شانس فرد جویای کار در یافتن شغل افزایش یابد. شرکت در برنامه‌های آموزشی می‌تواند علامت مثبت به کارفرمایان ارائه و همچنین نااطمینانی در مورد قابلیت استخدامی متقاضیان شغل را کاهش دهد.. بر اساس دیگر یافته‌های این مطالعه، افراد با سطح تحصیلات کارشناسی ارشد و دکتری در رده دوم بالاترین خطر بیکاری قرار دارند. در عوض، شانس خروج از بیکاری برای افراد با سطح تحصیلی متوسطه، دیپلم، پیش‌دانشگاهی و حوزوی در مقایسه با سایر سطوح تحصیلی بیشتر است بنابراین به نظر می‌رسد بازار کار ایران، هنوز به مرحله‌ای از پیچیدگی و بلوغ نرسیده است که خواهان افراد با سطوح تحصیلات بالاتر از دیپلم در سطح وسیع باشد. و تقریباً نیاز مهارتی بازار کار در همان سطوح دیپلم و زیر دیپلم برای اکثر مشاغل، بدلیل عدم نوآوری و رشد بسیار کند مشاغل مهارت محور، متوقف مانده استاز این‌رو پیشنهاد می‌شود در فرایند سیاست‌گذاری و مدیریت بازار کار کشور، به تغییرات ساختار سنی و جنسی جمعیت اهتمام جدی شود. زنان نیمی از جمعیت کشور هستند بنابراین ضروریست؛ استفاده از این ظرفیت، به ویژه در شرایط خروج از پنجره جمعیتی و نیز برنامه‌ریزی برای ایجاد اشتغال پایدار و کاهش طول دوره بیکاری آنان، در اولویت قرار گیرد. با توجه به عدم تطابق آموزش‌های رسمی و رشته‌های تحصیلی با مهارت‌های شغلی مورد نیاز بازار کار ایران، سیاست‌های اصلاحی در این راستا اتخاذ شود. همچنین سیاست‌گذاران حوزه اشتغال کشور با طراحی و تصویب یک بسته تشویقی، کارفرمایان را مجاب کنند تا زمینه اشتغال افراد مجرد در سنین پایین مهیا و شانس خروج از بیکاری آنان تسهیل گردد.}, keywords_fa = {طول مدت بیکاری,جنس,سن,اشتغال}, url = {https://jwdp.ut.ac.ir/article_89242.html}, eprint = {https://jwdp.ut.ac.ir/article_89242_e41a5d50e0fef64f2c0507468109bc3d.pdf} }
