The present study employed a structural analysis method to study the opinions of the experts. The main purpose of this paper is to identify the positive and negative consequences of the empowerment strategy in the regional (provincial) scale to analyze their influence and dependence. In order to collect information, deep interviewing method was initially used with 28 knowledgeable experts in the field of empowerment of women in different institutions of the province. The qualitative dta were collected through a researcher-made cross-sectional analysis matrix. Triangulation method and documentary and library information, direct observation and deep interviewing were used to ensure the reliability of qualitative data. After the first and second phases, the experts are provided with the designed questionnaires to examine the relationship between the variables in the cross-sectional matrix and the interrelationship between them. Micmac software has been used to analyze the data. The results showed that in the future, the most important positive indicators for the system analysis of the consequences of the traditional strategy of empowerment of female headed households were "job creation", "access to resources", "increase in production" and "entrepreneurship". The negative consequences include the variables of "waste of financial resources due to misuse of loans and microfinance", "major attention (and merely) of institutions to pay loans" and "increased false consumerism". According to the results, the conventional economic empowerment program for female-headed households in the future should be managed and organized in a way that has minimal negative impact and maximum positive effects. Therefore, the aforementioned empowerment system should reinforce and maximize the positive impacts and minimize the negative impacts. استراتژی مرسوم توانمندسازی اقتصادی زنان سرپرست خانوار تحت پوشش کمیتة امداد امام و ادارة بهزیستی که در قالب تأمین مالی خرد و اعطای اعتبارات اندک است، تأثیرات و پیامدهای مثبت و منفی دارد. پژوهش حاضر با استفاده از روش تحلیل ساختاری، به مطالعه و تجزیه و تحلیل آرای کارشناسان مورد مطالعه پرداخته است. هدف اصلی این مقاله شناسایی پیامدهای مثبت و منفی استراتژی توانمندسازی ذکرشده در مقیاس منطقه‏ای (استانی) و تحلیل اثر‏گذاری و اثر‏پذیری آن‏ها بر‌هم است. به منظور گردآوری اطلاعات، ابتدا از روش مصاحبة عمیق با 28 نفر از کارشناسان آگاه و خبره در حوزة توانمندسازی زنان در نهاد‏های مختلف استان استفاده و اطلاعات کیفی جمع‏آوری شد و پس از تحلیل کیفی داده‏ها به روش مفهوم‏سازی و توسعة طبقات و استخراج شاخص‏ها (تأثیرات مثبت و منفی)، پرسش‌نامة محقق‌ساختة ماتریس تحلیل متقاطع طراحی شد. از روش مثلث‏سازی و بهره‏گیری از اطلاعات اسنادی و کتابخانه‏ای، مشاهدة مستقیم و مصاحبة عمیق به منظور اطمینان از اعتبار داده‏های کیفی استفاده شد. پس از طیِ فاز اول و دوم، پرسش‌نامة طراحی‌شده در اختیار خبرگان مورد نظر قرار گرفت و آن‏ها میزان ارتباط متغیرهای مورد نظر را در ماتریس متقاطع و در ارتباط متقابل با‌هم بررسی کردند. برای تجزیه و تحلیل داده‏‏ها از نرم‌افزار میک‌مک (Micmac) استفاده شده است. نتایج نشان داد که در آینده مهم‏ترین شاخص‏های مثبت اثر‏گذار یا تعیین‌کننده در تحلیل سیستمی پیامدهای استراتژی مرسوم توانمندسازی زنان سرپرست خانوار تحت پوشش دو نهاد حمایتی گفته‌شده، شامل متغیرهای «ایجاد اشتغال پایدار»، «دسترسی به منابع»، «افزایش تولید» و «کارآفرینی» و در بعد منفی شامل متغیرهای «هدررَوی منابع مالی به دلیل سوء مصرف وام‏ها و نارسایی اعتبارات خرد»، «توجه عمده (و صرفاً) نهاد‏ها به پرداخت وام» و «افزایش مصرف‏گرایی‏های کاذب» است که در قسمت شمال شرقی ماتریس اثر قرار دارند. بر‌اساس نتایج به‌دست‌آمده، برنامة مرسوم توانمندسازی اقتصادی زنان سرپرست خانوار در آینده باید به نحوی مدیریت و ساماندهی شود که حداقل اثر‏گذاری منفی و حداکثر آثار مثبت را به همراه داشته باشد. به عبارتی دیگر، سیستم توانمندسازی ذکرشده در آینده باید به دنبال تقویت و بیشینه‌کردن آثار و پیامدهای مثبت ذکرشده و کمینه‌نمودن اثر منفی گفته‌شده باشد. https://jwdp.ut.ac.ir/article_76906_cf6f7b8c7161eee449f889b9880e6dd4.pdf
